September 2017 Minutees

SEPTEMBER 12, 2017


The meeting was opened by Village President Harold Forbes @ 7:00 PM with the Pledge to the Flag, followed with a short prayer given by Village Clerk Lynn Duke. Others present were: Trustees Vern Shapland, Dennis Manson, Wm. Curtis, Mario Martinez, and Glen Netherton. Absent was Angel Benninger. Also present were: Village Maintenance Supervisor Larry Boundy, Water Supervisor Alan Thackeray and a guest Jimmy Beatty.

Minutes from the previous meeting were read by Clerk Duke. Hearing no corrections or additions, Vern Shapland made the motion to accept the minutes as presented. Vote: 5-yes, 0-no. MC.

Guest Jimmy Beatty was recognized and said he was there just to observe and that he may jump in at some point.

Maintenance Reports: Larry Boundy/Allan Thackeray


*Flushed hydrants

*Motor Fuel Tax work is done (streets oiled and chipped)

*The station on Main St. is down. Still needs some clean up.

*Cut down six trees

*Heritage F-S ready to get started on new building on E. Main St.


*Letter from EPA said Well #4 tested for bacteria first time for two months but on second test was clear. August test was clear on first test. Jim Sommer called EPA and said things are clear but we have been placed on probation for six months.

*Vern Shapland questioned Alan on the state of his getting his Water license. Alan said he was not going to get it as he is no longer interested in doing so.

*Larry is to look at tree(s) at the Beatty Residence on N. Thompson St.

*Jimmy Beatty chose this time to ask the Board’s permission to use the baseball diamond for Softball League playing. He would provide bases and do all the chalk lines etc. He was told that the teams or league of the teams would have to provide the Village Clerk with proof of insurance so that the Village is not responsible for anyone being hurt or any damage that may be done. There, of course, could not be any alcoholic beverages of any kind either. Vern Shapland made the motion to let Beatty use the field with the above conditions noted. The second came from Dennis Manson. Roll Call vote: V. Shapland-yes, D. Manson-yes, W. Curtis-yes, G. Netherton-yes, and M. Martinez-yes. MC.

The motion to accept the Maintenance Reports was made by Glen Netherton and seconded by Mario Martinez. Vote: 5-yes, 0-no. MC.

Treasurer’s Report:

*The report was presented and looked over. With no questions asked, the report has been filed for audit.

*Bills in need of payment were presented. With two questions asked and answered, Wm. Curtis made the motion to pay the bills, seconded by Vern Shapland. Roll Call vote: W. Curtis-yes, V. Shapland-yes, M. Martinez-yes, G. Netherton-yes, and D. Manson-yes. MC.

Water Collector’s Report:

*The water Collector’s Report was presented. The same problem people every month and we just deal with them.

There was a customer that wanted to know if we would forgive her bill as she has had some recent health issues and was off work for a while. Her bill problems started before her health problems so the Board said no by Roll Call vote and all five present voting No.

Vern Shapland made the motion to accept the report as presented, seconded by Glen Netherton. Vote: 5-yes,0-no. MC.


Park, Government/Insurance

No Reports

Streets, Alleys, Water, Drainage, Trees, Animals: Glen Netherton/Angel Benninger/ Mario Martinez

*Main Street really needs to be repaired which will cause the need for new water mains. It will cost a lot but needs to be considered soon.

*Drainage & weed problem at Hunt & elevator needs to be addressed. Harold will call elevator and set up an appointment to look at and discuss a solution

*Tell Larry to trim trees on sidewalk side as well as street side.

Nuisance and Public Health: Wm. Curtis, Vern Shapland/ Dennis Manson

*A resident on North Hunt needs a letter to say that there has to be some cleaning up of property.

*Letter to another property on North Hunt needs a letter about weed, bushes and grass.

Old Business:


New Business:

*The Melvin Library is in need of a new furnace/air conditioner. The Village of Melvin owns the building so we have a vested interest in it. The Library can pay half of the cost and wanted to know if the Village would be willing to pay the other half. The low bid is from Popejoy’s for $6779.00. There was a bit of discussion before Dennis Manson made the motion to pay half of the amount, seconded by Vern Shapland. Roll Call Vote: Dennis Manson-yes, Vern Shapland-yes, W. Curtis-yes, M. Martinez, yes, G. Netherton-yes. MC.

Hearing no other business, Vern Shapland made the motion to adjourn the meeting, seconded by Dennis Manson. Vote: 5-yes, 0_no. MC.
