JUNE 13, 2017

REGULAR MEETING OF THE

MELVIN VILLAGE BOARD

The meeting was opened @ 7:02 PM by Village President with the reciting of the Pledge to the Flag followed by a short prayer given by Village Clerk Lynn Duke Others present were: Trustees Vern Shapland, Dennis Manson, Angel Benninger, Glen Netherton and Wm. Curtis, also Joe Cornell, Mario Martinez and Sharon Forbes. Both Village Maintenance Supervisor Larry Boundy and Village Water Supervisor Alan Thackeray were absent.

Minutes:

The Village Clerk read the minutes from the previous minutes. Hearing no additions or corrections, Vern Shapland made the motion to accept the minutes as read, seconded by Wm. Curtis. Vote: 5-yes, 0-no. MC.

Village Maintenance Reports: Larry Boundy/Alan Thackeray

Because Larry and Alan were both absent, there were no reports.

Treasurer’s Report:

*The Treasure’s report was presented. No questions were asked so it has been filed for audit.

*Bills in need of payment were presented. Dennis Manson made the motion to pay the bills, seconded by Vern Shapland. Roll Call Vote: A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, D. Manson-yes. MC.

Water Collector’s Report:

Nothing new

COMMITTEE REPORTS

Park: Sharon Forbes

*Sharon asked for $800.00 as start-up money for the Annual 4th of July Fundraiser for the Park to be used for new equipment. The Board said they would get that for her/

*Larry raked sand and she (Sharon) thinks that is all that needs done at this time.

*Announced that there would be a meeting @ the Community Hall to plan a fundraiser. She now has Diane Dawson, Angel Benninger, Candy Arnold, Jace Arnold, Joe Cornell, and JoAnn Althouse working with her. Anyone interested is always welcome.

Glen: Alleys are getting to close again

Weeds in center of alleys

30 Burn barrels were picked up

Angel: Reported that a RV was parked in a yard with people staying in it and wondered if there was any Ordinance on that.

Nuisance & Public Health: Vern Shapland/Dennis Manson/Wm. Curtis

*Need a ramp from the street to sidewalk in front of Community Hall for wheelchairs, people with canes or trouble walking and for food pantry delivery and pick-up times.

Old Business:

*The Board went into closed session@7:45 to discuss appointing a new Trustee to take Jimmy Moore’s place as he resigned at the previous meeting.

*The Board resumed regular session @ 7:52PM. When they resumed, Vern Shapland made the motion to appoint Mario Martinez, seconded by Wm. Curtis. Roll Call Vote: A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and D, Manson-no. MC.

New Business:

*A motion to adopt the May 1. 2017-April 30, 2018 Appropriation/Budget Ordinance was made by Vern Shapland and seconded by Wm, Curtis. Roll Call Vote: D. Manson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, and A. Benninger-yes: MC.

*The Board discussed which increase to use in the new Water Ordinance this year. There choice was 3% or 5%. There was some discussion including the Clerk telling the new Trustees that we are supposed to raise the rates every year but there have been a few year’s when the Board decide it was not necessary but that Larry Boundy said we would soon have to think about the tower being inspected and also painted again so we need to build up the water fund in order to pay for that. The USDA loan we have insists that we be able to pay for updates, etc. Four Board members said they felt the 5% was warranted, while one Board member thought it should be the 3%. Glen Netherton made the motion to add the 5% rate increase to the new Water Ordinance, seconded by Vern Shapland. Roll Call Vote:. A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, D. Manson-no. MC.

* It is the time of year to pass the Prevailing Wage Resolution. Wm. Curtis made the motion to approve the Resolution, seconded by Angel Benninger. Roll Call Vote: G. Netherton-yes, V. Shapland-yes, W. Cutis-yes, and D. Manson-yes. MC

*Clerk Duke handed out a paper Stan Feller wants filled out by all Board members.

*Clerk Duke will take the approve Appropriation/Budget over to the Ford County courthouse for filing. It along with the New Water Ordinance will be posted in the Village Hall for anyone wanting to see them.

Hearing no other business Dennis Manson made the motion to adjourn, seconded by Angel Benninger.

Vote: 5-yes, 0-no. MC..
