MAY 9, 2017



The meeting was call to order by Village President Harold Forbes @ 7:00 PM  with the Pledge to the Flag. Village Clerk Lynn Duke gave a short prayer. Others present were: Trustees Vern Shapland Wm Curtis, Glen Netherton, Dennis Manson and Angel Benninger. Trustee Jimmy Moore was also present but was there only to resign his post.

Others present were: Water Supervisor Alan Thackeray, and guests Mario Martinez, Helen Curtis, Veronica Shapland, Megan Manson and Isadore Ortiz. Absent was Village Maintenance Supervisor Larry Boundy.

Preceding the meeting the Village Board and employees had a sending off for Jimmy. He had served on the Board well for 34 years. Cake and punch was served and he was presented with a plaque commemorating his years of service.

When the meeting started, Clerk Duke read the minutes. Hearing no corrections or additions, Vern Shapland made the motion to accept the minutes as presented, seconded by Glen Netherton. Vote: 5-yes, 0-no MC.

Isadore Ortiz was present to complain again about his water. He has done everything he knows and still his water is rusty and his filter has to be changed way to often in his opinion. He brought a filter for all to see. It was suggested that it be all taken loose at the main, then just keep going back until the problem is resolved. Glen Netherton said he would work with him to get the issue taken care of.

Village Maintenance Reports: Larry Boundy/Alan Thackeray

*Alan reported that things are currently going well with the water and the pumphouse. Larry has done some flushing.

Glen Netherton made the motion to accept the report, seconded by Dennis Manson. Vote: 5-yes, 0-no. MC.

Treasurer’s Report:

There was no Treasurer’s report due to some critical mail not received.

Bills need of  payment were presented. After looking over the list, Vern Shapland made the motion to pay the bills, seconded by Dennis Manson. Roll Call vote: V. Shapland-yes, A. Benninger-yes, D. Manson-yes, W. Curtis-yes. G. Netherton-yes. MC.


Water Collector’s Report: Alora Ford

Everything seems to be going smoothly. We want to get rid of all the old bills that are archived as they will never get paid.


Park: Sharon Forbes


*Would like to change the volleyball pit into a sand box as no one uses the volleyball pit anyway. Call insurance about it.

*Diane Dawson is already filling out a grant called K-boom. They spoke with Doug Wiggs from Team Reil about it. It would be to help purchase new playground equipment.

*Megan Manson would like to do a reading group at the park on Thursdays and they would use the Methodist Church in case of inclement weather.

*There will be a funnel cake stand at the 4th of July Celebration in Sibley again this year. Diane Dawson is in charge.

*Talked with Jonathon Shelton about things needing to be addressed.

Government & Insurance: Lynn Duke


*Clerk Duke presented a revised Water Ordinance for Board to pre-read and come with suggestions or correction at the next meeting. Be ready to adopt.

*Clerk Duke presented the 2018 Apportionment Ordinance with the same instructions.

Hearing no other business, Angel Benninger made the motion to adjourn the meeting, seconded by Vern Shapland. Vote: 5-yes, 0-no. MC.
