REGULAR MEETING OF

THE MELVIN VILLAGE BOARD

The meeting was called to order by Village President Harold Forbes with the reciting of the Pledge to the Flag at 7:03 PM, followed by a short prayer given by Clerk Lynn Duke. Present beside Forbes and Duke were: Village Maintenance Supervisor Larry Boundy, Community Hall Janitor Joe Cornell, Trustees Vern Shapland, Wm. Curtis, Glen Netherton, Dennis Manson, Jimmy Moore and Angel Benninger. And a guest, Dave Atchley. Village Water Supervisor Alan Thackeray was absent.

Roll Call was taken followed by the reading of the minutes from the previous meeting by Clerk Duke... Hearing no additions or corrections Jimmy Moore made the motion to accept the minutes as read, seconded by Vern Shapland. Vote: 6-yes, 0-no. MC

Guest Dave Atchley was called upon to speak first. He presented a resolution to spend $30,000 for street repair in the Village of Melvin. Motion to approve the resolution was made by Glen Netherton and seconded by Dennis Manson. Roll Call Vote: G. Netherton-yes, W. Curtis, yes, D. Manson-yes, J. Moore, yes, A Benninger-yes, and V. Shapland-yes. MC. He then presented the Municipal Estimate papers for passage. The estimate was for $25, 658.00. Motion to approve the estimate was by Wm. Curtis and seconded by V. Shapland. Roll Call vote: V. Shapland-yes, A. Benninger-yes, J. Moore-yes, D. Manson-yes, W. Curtis-yes, and G. Netherton-yes. MC. The Board thanked Mr. Atchley for his making the trip up to Melvin.

Village Maintenance Reports: Larry Boundy/Alan Thackeray

*Larry would like to purchase magnetic signs saying,” Village of Melvin” for the new Village truck. Glen Netherton made the motion to purchase the new signage, seconded by Angel Benninger. Roll Call Vote: A. Benninger-yes, J. Moore-yes, V. Shapland-yes. W. Curtis-yes, D. Manson-yes, and G. Netherton-yes. MC.

*Larry would also like permission to order 2-3 loads of oil and chips premix. Glen Netherton made the motion to purchase the mix, seconded by Jimmy Moore. Roll Call Vote: W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, A. Benninger-yes, J. Moore-yes, and D. Manson-yes. MC.

*Larry brought an estimate for a new automatic garage door opener for the overhead door at the Community Hall. It was for $1480.00 It was tabled for now.

Treasurer’s Report.

A CD came due at Farmer’s Merchant’s Bank. It was decided to leave it there.

Bills in need of payment were presented. After looking them over, Vern Shapland made the motion to pay the bills, seconded by Angel Benninger. Roll Call Vote: V Shapland-yes, A. Benninger-yes, J. Moore-yes, D. Manson-yes, W. Curtis-yes and G. Netherton-yes. MC    

Water collector’s Report: Alora Ford

Lynn presented report for Alora. After hearing the report Vern Shapland made motion to accept the report, seconded by Jimmy Moore. Vote 6-yes, 0-no.MC.

*The Virgil Schnaare properties were talked about. A letter has been sent and still little results.

Animal Control: Angel Benninger

*Complaints about the German Sheppards @ 130 N. Green St.

Government & Insurance: Lynn Duke

*Ordinance 17-01, an Ordinance that we had to adopt by regulation from the State of Illinois called the Transportation Legislative Initiative setting amounts allowable for transportation meals and lodging was presented. Vern Shapland made the motion to adopt the Ordinance, seconded by Glen Netherton. RCV: G. Netherton, W. Curtis-yes, D. Manson-yes, J. Moore-yes, A. Benninger-yes, and V. Shapland-yes. MC. With this ordinance there is an expense request that is to be filled out before any of the above can be approved and receipts must be turned in to be reimbursed.

*Ordinance 17-02 allowing Ameren Illinois to continue with the use of ground and etc to supply Melvin with electricity. They sent us a copy of the original agreement dating back to 1942. Angel Benninger made the motion to adopt the Ordinance, seconded by Vern Shapland. RCV:  J. Moore-yes, A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and D. Manson-yes. MC.
