December 2016 Minutes

DECEMBER 13, 2016



The meeting was brought to order at 7:00 PM by Village President Harold Forbes with the reciting of the Pledge of Allegiance. Village Clerk Lynn Duke gave a short prayer. Those present besides Forbes and Duke were: Trustees Wm. Curtis, Glen Netherton, Dennis Manson, Jimmy Moore, and Angel Benninger. Vern Shapland was absent. Also present: Maintenance Supervisor Larry Boundy, Water Supervisor Alan Thackeray and guests Isidoro Ortiz and Jim Cook.

Clerk Duke read the minutes from the previous meeting. There was one correction brought forth and then Wm. Curtis made the motion to accept the minutes as corrected. Dennis Manson seconded the motion Vote: 5-yes, 0-no. MC.

Visitors were invited to speak.

*Mr. Ortiz spoke and said the he was here to tell that his water is dark in color and has an odor. Larry Boundy will check this out.

*Jim Cook said that he was here to thank Wm. Curtis for his help.

Village Maintenance Reports: Larry Boundy/Alan Thackeray


*Put in eight new water meters

*Put in new lines at Schroder’s

*Jutted three (3) lines out

*Used two loads of road fill

*stopped adding fluorine for now

*Lowered level of water in tower for winter and will run more often

Glen Netherton made the motion to accept the reports, seconded by Angel Benninger. Vote: 5-yes, 0-no. MC.

Treasurer’s Report:

Clerk Duke presented the report from Stan. She then presented the bills in need of payment. Angel Benninger made the motion to pay the bills, seconded by Glen Netherton. Roll Call Vote: G Netherton, W. Curtis-yes, D. Manson-yes, J. Moore-yes, A. Benninger-yes. MC.

Nuisance and Public Health: Wm. Curtis/Angel Benninger/Vern Shapland

*Virgil Schnaare’s Garage (formally Allen’s) was again brought up as there was more vandalism. Clerk Duke is to send letter and if this does not help, the attorney will have to proceed.

Village Government and Insurance: Lynn Duke

*Lynn will notify the insurance company of the new truck and also get the new bed and plow on the coverage as well as letting the insurance company know when the old truck is sold so as to have it removed from coverage.

*Resolution for the Toreson property to be sold was presented. Wm Curtis made the motion to adopt, seconded by Dennis Manson. Roll Call Vote: D. Manson-yes, W. Curtis-yes, G. Netherton-yes, A. Benninger-yes. MC

*The Tax Levy Ordinance was presented. Wm Curtis made the motion to adopt the Ordinance, seconded by Glen Netherton. Roll Call Vote: J. Moore-yes, A. Benninger-yes, G. Netherton-yes, W. Curtis-yes, D. Manson-yes. MC.

*The Ordinance setting the 2017 meeting dates was presented. Dennis Manson made the motion to adopt the Ordinance, seconded by Jimmy Moore. Roll Call Vote: A. Benninger-yes, J. Moore-yes, D. Manson-yes, W. Curtis-yes and G. Netherton-yes. MC

It was reported that there has been several incidents of vandalism in Melvin and cautioned everyone to keep their eyes open and to report any unusual activity.

One of the computers is not working properly and an estimate from MCS in Gibson City was for less than $850.00 with a three year warranty. Wm. Curtis made the motion to purchase a new one, seconded by Angel Benninger. Roll Call Vote: G. Netherton-yes, W. Curtis-yes. D. Manson-yes, A. Benninger-yes and J. Moore-yes. MC.

Hearing no other business, Dennis Manson made the motion to adjourn, seconded by Angel Benninger. Vote: 5-yes, 0-no. MC.
