NOVEMBER 9, 2016

REGULAR MEETING OF THE

MELVIN VILLAGE BOARD

The meeting was called to order at 7:00 PM by Village President Harold Forbes followed by a short prayer given by Village Clerk Lynn Duke. Others present were: Trustees: Vern Shapland, Dennis Manson, Wm. Curtis, Glen Netherton, and Angel Benninger. Also present were Village Maintenance Supervisor Larry Boundy, Water Maintenance supervisor Alan Thackeray, Community Hall Janitor Joe Cornell and guest Jim Cook.

The Village Clerk read the minutes from the previous meeting. Hearing no additions or corrections, Vern Shapland made a motion to accept the minutes as read. Dennis Manson seconded. Vote: 5-yes, 0-no. MC.

Our visitor Jim Cook asked about petitions.

Village Maintenance Reports: Larry Boundy/Alan Thackeray

Larry:

*Flushed hydrants

Said spot patch for streets would be $1800.00 per load and thought he needed at least two loads. Vern Shapland made the motion to purchase two loads, seconded by Angel Benninger. Roll Call vote: A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and D. Manson-yes. MC.

Alan:

*Chlorinator working, all levels good.

*Brought water tower down as far as could to help with smell.

*Drain in pump house fixed itself (?). Is working now.

Treasurer’s Report:

*A report was presented; everyone looked it over and it seemed okay.

*Bills that are in need of payment were presented. After looking it over, Angel Benninger made the motion to pay the bills, seconded by Vern Shapland. Roll Call Vote: D. Manson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, A. Benninger-yes. MC.

COMMITTEE REPORTS

Park: Sharon Forbes, Nuisance & Public Health: Dennis Manson, Village Government & Insurance: Lynn Duke

*No Reports/

Streets, Alleys, Water, Drainage, Trees: Glen Netherton/Jimmy Moore

*Someone is coming in to look at tree placement. Norway maple-$75.00 planted. It is said to be compatible with other trees.

Animal Control, Village Improvement: Angel Benninger

*Too many cats on Main Street. Received complaints.

OLD BUSINESS:

*Attorney to send letter to owner of the old garage on Main St. (formally Allen’s Garage) telling that it will be condemned.

*Jonathon Shelton wrote several tickets and they are now invalid.

NEW BUSINESS:

* Salary increase for Village President and Village Clerk was discussed. Glen Netherton made the motion to increase those salaries to $2000.00 per year paid semi-annually for Village President and $1800.00 paid semi-annually for Village Clerk. Vern Shapland seconded the motion.

Roll Call Vote: A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and D. Manson-yes. MC. It will become effective after the next election.

*Christmas gift certificates will be given in the amount of $35.00 per motion by Vern Shapland and second from Wm Curtis. Roll Call Vote: D. Manson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, A. Benninger-yes. MC.

* A discussion about bookkeeping was discussed. Stan Feller will be our bookkeeper. He will take care of reports, Levi, and Budget. Details will be worked out soon.

Hearing no other business, Vern Shapland made the motion to adjourn, seconded by Glen Netherton. Vote: 5-0. MC.
