OCTOBER 11, 2016

REGULAR MEETING OF THE

MELVIN VILLAGE BOARD

The meeting was called to order at 7:00 PM by Village President Harold Forbes followed by a short prayer given by Village Clerk Lynn Duke. Others present were: Trustees Jimmy Moore, Angel Benninger, Vern Shapland, Glen Netherton, Wm. Curtis, and Dennis Manson, Village Water Supervisor Alan Thackeray, Community Hall Janitor Joe Cornell, and visitors Jim Cook, and Norm and Judy Schall. Absent was Village Maintenance Supervisor Larry Boundy.

The Village Clerk Lynn Duke read the minutes from the previous meeting. Hearing no additions or corrections, Dennis Manson made the motion to approve the minutes as presented, seconded by Jimmy Moore. Vote: 6-yes, 0-no. MC.

Visitors:

*Jim Cook asked if the work he is doing is okay so far. The Board said it is.

*Norm and Judy Schall were there to see if the Board would let Judy continue to take care of the Village Web Site. They said it isn’t stressful to her and that it is something she can still do. They Board discussed it and then Vern made the motion to allow Judy to continue with the web site without pay and with the stipulation that she give the pass word to Harold so that if there is a time when she isn’t able to update it, that someone could or if there was something needing to be added and she couldn’t be reached, it could be done. The motion was seconded by Glen Netherton. Roll Call Vote: J. Moore-yes, A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and D. Manson-yes. MC.

Village Maintenance Reports: Larry Boundy/Alan Thackeray/ Joe Cornell

Alan Thackeray said:

 

*Totals on water pumping and chemicals are about the same as last month.

*Chlorinator not working properly, Illinois Meter is getting us a new one.

*Changed to Oracle (chemical) for winter.

*Jim Sommer suggests that we try fans first for the sweating pipes.

Joe Cornell:

*Said that we need to order more paper towels for the Community Hall.

Treasurer’s Report:

No Report

Bills in need of payment were presented. With no discussion, Jimmy Moore made the motion to pay the bills, seconded by Vern Shapland. Roll Call vote: D. Manson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, A. Benninger, J. Moore-yes. MC.

COMMITTEE REPORTS

Park, Nuisance & Public Health

No Reports

Streets, Alleys, Water, Drainage, Trees: Jimmy Moore/Glen Netherton

*Checking about need for and placement for new trees.

Animal Control & Village Improvement: Angel Benninger

*Noticed that there are a Lot of cats on Main Street. Someone said that the Humane Society or someone is trying to thin them down.

Village Government & Insurance. Lynn Duke

*Said that she had called the insurance company to add the new truck to our policy.

Old Business:

*Talked about the mowing around the edge of Melvin. Talk to Larry about getting it done.

New Business:

*The new truck is not equipped with running boards. It is felt that they are needed. They will cost about $400.00. Vern Shapland made the motion to have them put on. The Annual Women’s Club parade of costumes will be held at the Community Hall from 7-8 PM.

*Judy Schall gave her letter of resignation as Village Treasurer to the Board. It was accepted. This being said, the names on all bank accounts must be changed. Vern Shapland made the motion to remove Judy Schall’s name from all Village Accounts which include CD’s, The General Checking Account, and pin numbers, also the lock Box. In place of Judy Schall’s name, Harold Forbes and Lynn Duke will be put on all accounts. The second came from Glen Netherton. Roll Call Vote: J. Moore-yes, A. Benninger-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes and D. Manson-yes. MC.

Hearing no other business to discuss, Glen Netherton made the motion to adjourn, seconded by Wm. Curtis. Vote: 6-yes, 0-no. MC.
