June Village Board Minutes

JUNE 14, 2016



The meeting was brought to order by President Harold Forbes with the reciting of the Pledge to the Flag followed by a short prayer given by Village Clerk Lynn Duke. Present in addition to Forbes and Duke were: Village Treasurer and Water Collector Judy Schall, Trustees Brian Grady, Chris Dawson, Jimmy Moore, Glen Netherton, Vern Shapland and Wm. Curtis. Also present were guests Stan Feller and Kevin Yoder.

Clerk Duke read the minutes from the previous meeting. A motion to accept the minutes came from Glen Netherton and was seconded by Vern Shapland. Vote: 6-yes and 0-no. MC.

Guest Kevin Yoder a representative from AHW was asked to speak first. He told of the water flow problem at AHW and the need to increase capacity of it. It was discussed some with no final decisions made.

Next to take the floor was Stan Feller, the Village’s auditor. Stan presented the Board with the final copy of the 2015-2016 Audit, one for each Board member and a couple extra. He said all was well with the funds but suggested that we think about more money put into the water fund for pipes, repairs and so on.

The Board thanked both Mr. Yoder and Mr. Feller for their time with us.

VILLAGE MAINTENANCE REPORTS: Larry Boundy & Alan Thackeray

*Larry said that he repaired a drain tile on Center St. and the line for the Rexroat/Adams property on Rt. 54 was fixed.

*Alan said that the tap used for samples cracked but is fixed.

*Went to class on the 14th on leak detection and meter maintenance.

Chris Dawson made the motion to accept the Maintenance Reports, seconded by Glen Netherton. Vote: 6-yes, 0-no. MC.


*Judy presented the Treasurer’s Report and hearing no questions, the Report has been filed for audit.

*Judy then presented the bills in need of payment. After looking them over and two questions asked and answered, Vern Shapland made the motion to pay the bills, seconded by Chris Dawson. Roll Call Vote: V. Shapland-yes, J. Moore-yes, B. Grady-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson yes. MC.


Judy presented the Water Collector’s Report, after looking it over and very little discussion, Glen Netherton made the motion to accept the report, seconded by Wm. Curtis. Vote: 6-yes, 0-no. MC.


Park: Sharon Forbes

Start- up money is again needed for the 4th of July funnel cake fund-raiser in Sibley. Wm. Curtis made the motion to provide the start-up money as we have done in previous years. The second came from Vern Shapland. Roll Call vote: C. Dawson-yes, W, Curtis-yes, G. Netherton-yes, V. Shapland-yes, J. Moore-yes, B. Grady-yes. MC.

Streets, Alleys, Water, Drainage, Trees: Glen Netherton/Jimmy Moore

*213 N. Green wants trees down because of leaves/twigs falling in his pond. Vern Shapland made a motion NOT to remove good trees, seconded by Glen Netherton. Vote: 6-yes, 0-no. MC.

*Tree @ curve by elevator needs to be trimmed before harvest time.

*Old beauty shop needs hole filled in. Contact Keith Brucker.

Nuisance & Public Health: Brian Grady/Wm. Curtis/ Vern Shapland

*Talked with Jonathon and he handed out some tickets.

*Got e-mail from Ross Sorensen (Village Attorney) about state of what is happening with properties that we have been working on. It was decided to continue pursuing. Vern Shapland made motion to take to court, seconded by Chris Dawson. Vote: 6-yes, 0-no. MC.

Animal Control, Village Improvement: Chris Dawson

Village Government & Insurance: Lynn Duke

Old Business:

Awning for Community Hall? Brian will get to it when time permits.

New Business:

*Back of old Laundromat building needs attention….

*Kids have been seen on Community Hall, talk with Brian Hasenaurer to see if he can get  some plywood across there so kids can’t get up there.

Hearing no other business, Chris Dawson made the motion to adjourn, seconded by Vern Shapland. Vote: 6-yes, 0-no. MC.
