REGULAR MEETING OF

THE MELVIN VILLAGE BOARD

March 8, 2016

The meeting was called to order by President Pro-tem Vern Shapland with the Pledge to the Flag @ 7:05 PM followed by a short prayer given by Village Clerk Lynn Duke. Those present beside Pres. Shapland and Clerk Duke were: Village Treasurer and Water

Collector Judy Schall, Trustees Jimmy Moore, Glen Netherton, Wm. Curtis, and Chris Dawson. Also present were: Village Maintenance Supervisor Larry Boundy, Village Water Supervisor Alan Thackeray and guests: Harold Wilfong, Joe Cornell, and Dan Milligan.

Minutes from the previous meeting were read by Clerk Duke. Hearing no corrections or additions, Chris Dawson made a motion to accept the minutes as presented, seconded by Jimmy Moore. Vote: 5-yes 0-mo. MC.

Guests:

*Harold Wilfong was here about the easement in the back of his property. He said he has a plot map showing no easement.

*Joe Cornell who is our new janitor at the Community Hall said that he needs a new vacuum cleaner. He beat the rugs on the sidewalk last week. The Board said he should not have to do that and will get a vacuum. Glen Netherton made a motion to purchase a vacuum from Ace Hardware, seconded by Chris Dawson. Roll Call Vote: J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, C. Dawson-yes. MC.

*Dan Milligan talked to attorney and agreed to terms.

Maintenance Reports: Larry Boundy/Alan Thackeray

*Larry said he had been to Sunbelt Rentals in Champaign to check on getting a grinder for sidewalks. The cost is $900.00 per week. Wm. Curtis made a motion to rent the machine, seconded by Glen Netherton. Roll call vote: J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, C. Dawson-yes. Jimmy Moore told Larry that if he would let him know, he would help with the work.

*Larry said he talked to Samet and he (Samet) will do the sidewalks this year for the same price as last year.

*New truck- Bid/let needs to be in paper for two weeks prior to the opening of bids before next meeting.

Alan:

*Jim Sommers contacted IRWA about the problem we were having getting water to the right levels. They said not to worry about it at this time. The EPA revised the chloroform rules. Jim and Alan will get together and figure it out.

*Will switch back to Oracle at the end of this week.

Chris Dawson made a motion to accept the maintenance reports, seconded by Glen Netherton. Vote 5-yes, 0-no. MC.

Treasurer’s Report: Judy Schall

*Judy informed the Board that she checked all area banks and settled on Farmer’s- Merchants Bank to put the CD (time to renew) that was talked about at the last meeting.

They offered the best interest rate @ 1.25%

*Judy presented the Treasurer’s Report for everyone to look over. Hearing no questions the report has been filed for audit.

*Judy then presented the bills that are in need of payment. After looking over the list, Glen Netherton made a motion to pay the bills, seconded by Chris Dawson. Roll Call Vote taken with all five members present voting yes. MC.

Water Collector’s Report: Judy Schall

*Judy presented the Water Report to be looked over. Hearing no questions, Chris Dawson made a motion to accept the report, seconded by Glen Netherton. Vote: 5-yes, 0-no. MC.

COMMITTEE REPORTS

Park, Nuisance& Public Health, Animal Control & village Improvement

No Reports

Streets, Alleys, Water, Drainage, Trees: Glen Netherton/Jimmy Moore

*Hold off on buying trees

*Stumps to be ground

Village Government & Insurance: Lynn Duke

*Pet Tags are again due for renewal. Lynn will be at the Village Hall on Thursday March 24th from 7-8 PM and on Saturday March 26 from 10-11 AM. Lynn then made the suggestion to have all golf cart permits due on April 1. It would eliminate any confusion of who owed and who hadn’t paid for the current year. The Board discussed it and decided that was a good idea. Bill Curtis made a motion to enact that policy, seconded Chris Dawson. Vote: 5-yes, 0-no. MC. There will be no need for an amendment as there is nothing in the Ordinance declaring a time for renewal accept to say yearly.

New Business:

Snow plowing reeked havoc on the gravel and some yards. Larry will be trying to straighten some of that out.

Hearing nothing else that needed to be discussed, Chris Dawson made a motion to adjourn the meeting, seconded by Glen Netherton vote: 5-yes, 0-no. MC
