February 2016 Minutes

FEBRUARY 9, 2016




The meeting was opened by President Harold Forbes with the Pledge to the Flag at 7:00 PM followed by a short prayer given by Clerk Lynn Duke. Those present beside President Forbes and Clerk Duke were: Village Treasurer and Water Collector Judy Schall, Trustees Brian Grady, Jimmy Moore, Vern Shapland, Wm. Curtis, and Chris Dawson. Also present were: Village Maintenance Supervisor Larry Boundy, Village Water Supervisor Alan Thackeray, Ford County Sheriff’s Deputy Sgt. Howard Curry, Joe Pabian, John Kurtenbach, Joe Cornell, David Atchley, Dan Milligan.

Clerk Duke read the minutes from the previous meeting. Hearing no corrections or additions, Vern Shapland made the motion to accept the minutes as presented. Brian Grady Seconded the motion. Vote: 5-yes, 0-no. MC.

John Kurtenbach was the first to take the floor. He is with Hick’s Car Sales and brought a truck with snow plow to show board members. He quoted a couple of different prices and told of the trucks features. He said that Roberts has this truck and that it serves them well.

Dave Atchley spoke next; he is from MSA in Champaign, IL. It is time to think about street work again. The streets that are to be done will cost approximately $30,000. The streets Larry is requesting to be done are: West, Thompson and Hunt. Vern Shapland made the motion to have the work done, seconded by Jimmy Moore. Roll Call vote: C. Dawson-yes, W. Curtis-yes, V. Shapland-yes, J. Moore-yes, and B. Grady-yes. MC. He had with him the Resolution that has to done in order for MFT to pay for it. Vern Shapland made a motion to adopt the Resolution, seconded by Chris Dawson. Roll Call Vote: B. Grady-yes, J. Moore-yes, V. Shapland-yes, W. Curtis-yes, C. Dawson-yes. MC.

Joe Cornell wanted to know what he can do to put a fence up at the back of his property. There is an easement behind the property as there is for any property in town. It is hard to explain but it is a law. He says his neighbor has a fence. He was told that if anyone who needed to get down there the neighbor would have to move that or any obstruction preventing work from being done. He was also told to go over to the courthouse and look it up. To ask for Candice and she would be glad to help him.

Joe Pabian said that he wants to gravel his driveway up to about a foot from the firehouse and park trailers on it. He was told that he is in a residential area and that he needs for it to look good. That the Village does not want to have his front yard looking bad. Next question, can he put a 20 foot container in his back yard to replace two box trailers. It would get painted to match his house. He was told again that it would have to look good.

Maintenance Reports: Larry Boundy/Alan Thackeray

Larry: No Report

Alan reported:

*Still have a fluoride problem; it is higher than the state wants it. Jim Sommers is going to call IRWA to come and see if they can help.

*Said that he and Larry are planning to go to a seminar in Danville. The training is on corrosion, coatings and web usage for reporting.

*Alan was asked where he is on getting his license. He said he hadn’t done anything lately. He hoped to get back at it soon. W. Curtis made the motion to accept Alan’s report, seconded by Vern Shapland. Vote: 5-yes, 0-no. MC.

Treasurer’s Report Judy Schall

*Judy presented the Treasurer’s Report for all to look over. It has been filed for audit.

*Judy then told that there is a CD coming due on the 14th of this month. She wanted permission to research interest rates at area banks to see where we could get the best rate,  Chris Dawson made the motion to have Judy check out the interest rates and to put our money into a CD with the bank that offers the best interest rate!, seconded by Vern Shapland. Vote Roll Call Vote: B. Grady-yes, J. Moore-yes, V. Shapland-yes, W. Curtis-yes, and C. Dawson-yes. MC.

*Illinois Funds will be changing so that the transferred money goes directly to the Farmer’s Merchants Bank when it is needed.

Judy then presented the bills that are in need of payment. Hearing no questions, Vern Shapland made the motion to pay the bills, seconded by Wm. Curtis. Roll Call Vote: Wm. Curtis-yes, J. Moore-yes, C. Dawson-yes, B. Grady-yes,  V. Shapland-yes. MC.

Water Collector’s Report: Judy Schall

Judy presented the Water Collector’s Report. There was nothing new. Jimmy Moore made the motion to accept the report, seconded by Vern Shapland. Vote: 5-yes, 0-no. MC.



Old Business:

There was a letter presented from our attorney Ross Sorensen saying that he had a conversation Daniel Milligan II. He said they will remove the axle and wheels from trailer to make it a storage container. And move it inside the fence (and then fence in the remaining portion where the semi-trailer now stands) If the Board agrees, they would like to have forty-five (45) days to accomplish this.

The Board said they would agree but they also want the fence to be painted and to be even and attractive.

Vern Shapland made a motion to accept the proposal with the added requirement of the fence being made uniform (even heights) and painted to look attractive on all sides! Wm. Curtis seconded. Vote: 5-yes, 0-no. MC.

Trustee Glen Netherton came in late.

The Board then went into closed session @ 7:50 PM to discuss the hiring of a new cleaning person for the Community Hall.  The Board returned to full session @ 7:58 PM.  Upon returning from closed session Vern Shapland made a motion to accept the application of Joe Cornell as the new cleaning person, seconded by Chris Dawson. Vote: 6-yes, 0-no. MC.

Hearing no other business, Chris Dawson made the motion to adjourn, seconded by Brian Grady. Vote: 6-yes, 0-no. MC.
