DECEMBER 8, 2015

REGULAR MEETING OF THE

MELVIN VILLAGE BOARD

The meeting was called to order by Village President Harold Forbes @ 7:01 PM. followed by a short prayer given by Clerk Lynn Duke. Those in attendance beside President Forbes and Clerk Duke were: Village Treasurer and Water Collector Judy Schall, Trustees Wm. Curtis, Jimmy Moore, Glen Netherton, and Chris Dawson. Also present were Village Maintenance Supervisor Larry Boundy and Village Water Supervisor Alan Thackeray. Guests were: Dan Milligan, Sharon Kacheris, and Dorothy Kaiser.

The minutes from the previous meeting were read by Clerk Duke. Hearing no additions or corrections, Glen Netherton made the motion to accept the minutes as presented, seconded by Chris Dawson. Vote: 4-yes, 0-no. MC.

Dorothy Kaiser was the only guest wishing to speak. She questioned the water coming down her street (Center) anytime it rains. It has been an ongoing problem for several years and seems to be stemming from the Andy Little residence and their pumping of a sump pump onto the Village street. Larry will work on finding a solution. Another question asked was what about people parking across sidewalks. There is a state ordinance concerning this and we do not have a Village ordinance for it. The Sheriff’s office should be called.

Village Maintenance Reports: Larry Boundy/Alan Thackeray

Larry:

*MFT has been released and wants to get started on what streets to do in 2016.

*Wants to order two hundred (200) more ton of gravel for alleys, etc. Board said go ahead.

*Ron Woolums from Bradbury’s Auto in Gibson City called and told of a truck he could get. He will call Larry 12-10-15.

*Christmas decorations are out- anyone who wants can come help put them up.

Alan:

*Switched from Oracle to Poly-phosphate through the winter.

*Tested nitrates-all good.

*Need battery for water meter at pump house.

 

Glen Netherton made a motion to accept the Maintenance reports, seconded by Jimmy Moore. Vote: 4-yes, 0-no. MC.

 

Treasurer’s Report: Judy Schall

No financial report this month

Judy presented the bills in need of payment. After looking over the list and two questions asked and answered, Chris Dawson made the motion to pay the bills, seconded by Wm. Curtis. Roll Call Vote: J. Moore-yes, G. Netherton-yes, W. Curtis-yes and C. Dawson-yes. MC.

Water Collector’s Report: Judy Schall

COMMITTEE REPORTS

Park: Sharon Forbes - No Report

 

Streets, Alleys, Water, Drainage, Trees: Glen Netherton/Jimmy Moore

 

*Trees scheduled to be cut down for this year are all down.

*Have two (2) for next year possibly

Nuisance and Public health: Brian Grady/ Wm. Curtis/ Vern Shapland

*Complaint of an electrical cord down across sidewalk from a tree to Christmas decoration.

Animal Control and Village Improvement: Chris Dawson

*Sightings of a Dachshund, a Jack Russell and another unspecified dog out without leash and or their person.

*Cats are again an issue. Jonathon cannot pick them up at present because he doesn’t have anywhere to take them.

Village Government and Insurance: Lynn Duke

 

*Closing on Hunt St. property this week.

New Business:

*Harold told of possibly having to obtain a permit to have a fundraiser starting in 2016 *Harold also told that there will be enforcement of the No Smoking within 15 feet of any entrance to a public building.
