SEPTEMBER 8, 2015

REGULAR MEETING OF THE

MELVIN VILLAGE BOARD

The meeting was called to order @ 7:03 by Village President Harold Forbes with the reciting of the Pledge to the Flag followed by a short prayer given by Village Clerk Lynn Duke. Those present other that the President and the Clerk were: Village Treasurer and Water collector Judy Schall, Trustees Jimmy Moore, Vern Shapland Chris Dawson, Wm. Curtis and Glen Netherton. Also present were: Village Maintenance Supervisor Larry Boundy, Ford Co. Sheriff’s Rep., Officer Kraft as well as guests: Joseph Cornell, Bardell Shelton, Nancy Brucker, Dan Milligan and State Representative Tom Bennett. Those absent were: Trustee Brian Grady and Water Maintenance Supervisor Alan Thackeray.

Minutes from the previous meeting were read by Clerk Duke. Hearing no additions or corrections, Chris Dawson made the motion to approve the minutes as read, seconded by Vern Shapland. Vote: 5-yes, 0-no. MC.

Guests/ Visitors:

*Joe Cornell spoke first and just wanted to know about the complaint on his dog and if all was good now. He was told yes and thanked him for coming

*Bardell Shelton had several questions/concerns. 1. Tree cutting question, are town people insured to be cutting down trees? Glen Netherton tried to explain. He would like two (2) new trees to replace ones cut down when the trees are ordered.  2. On Crossley Street and some on Main St., someone drug tree and ripped up grass and ripped up Main St.  3. Asked about ash trees and was told that an arborist had been here and talked to some of the Board members.  4. Asked what was being done about the junk yard next to the Duke’s on Green St. 5. Also asked about junk yard out on Rt. 54. owned by Rexroat/Adams.  6. Sidewalk work looks good in front of Lori Ford’s but needs to extended on beyond to the north.

*Nancy Brucker wanted to thank whoever was responsible for cleaning weeds and etc. at the old gas station on Main St. Wondered what else is being done there. She was given the best answer available at this time. Is still “campaigning for the handicap rail at Village Hall to be done before winter and would like it sooner if at all possible. Thanked Vern Shapland for his explanation of her property problems. Shamed others, especially Board members for their yards too.

*Danny Milligan says he is getting rid of “stuff”. He is going to put up fence in front and it will have gates as well.

*Rep. Tom Bennett introduced himself. He tried to explain the state of the State and its issues especially with getting a budget passed. Told that AARP puts Illinois as one of the worst states as far as finances are concerned which also has a trickle down into all other happenings of the State, such as job market and export business, etc. He was very interested in our questions and said we could call one of his offices and he would get back to us.

VILLAGE MAINTENANCE REPORTS: Larry Boundy/Alan Thackeray

Larry reported:

*Hydrants flushed and painted

*Gas line @ Fairgrounds taken care of

*Leak @ Barb Lange’s fixed

*Checked on price of sidewalks, $2200.00 for 100 ft. Will get with Vern and Bill to see their list

*Asked about stop signs

*Need new hydrant but two would be better. Vern Shapland made a motion to buy two (2) hydrants so they can be put in before winter. Glen Netherton seconded. Roll Call Vote: J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson-yes. MC.

*Water tower needs to be inspected inside and out. Vern Shapland made motion to have the tower inspected inside and out, seconded by Chris Dawson. Roll Call Vote: C. Dawson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, and J. Moore-yes. MC.

Because Alan Thackeray was absent, Larry reported that the new scale was in and all else seems to be going good.

Glen Netherton made the motion to accept the reports, seconded by J. Moore. Vote: 5-yes, 0-no. MC

Treasurer’s Report: Judy Schall

*Judy presented the Treasurer’s report for everyone to look over.

While they were looking at the report, Judy shared that we had received a donation from The Giese family in memory of Esther Ficken.

After everyone looked at the report and one question asked and answered, the report has been filed for audit.

*Judy then presented the list of bills in need of payment. After everyone looked at the list, Vern Shapland made the motion to pay the bills, seconded by Wm. Curtis. Roll Call Vote: J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson-yes. MC.

*Water Collector’s Report: Judy Schall

Judy presented the Water Collector’s Report and said that there was nothing unusual about it. Vern Shapland made the motion to accept the report, seconded by Glen Netherton. Vote: 5-yes, 0-no. MC.

COMMITTEE REPORTS

Park: Sharon Forbes

Animal Control & Village Improvement: Chris Dawson

Village Government & Insurance: Lynn Duke

*No Reports

Streets, Alleys, Water, Drainage, Trees: Jimmy Moore/Glen Netherton

Tree cutting is about half way finished.

Nuisance & Public Health: Wm. Curtis/ Brian Grady/ Vern Shapland

*Sidewalks: Eleven (11) places that could be repaired, will look at with Larry. About 100 ft. Glen made the motion to have work done up to 100 ft. Chris Dawson seconded. Roll Call Vote: C. Dawson-yes, J. Moore-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes. MC.

*Vern read off a list of those who were sent notices or tickets for their property in August 2015.

Old Business:

*It was brought to the table that Judy had previously spent $1614.04 on the cost of the Village web site and would like to be reimbursed. Chris Dawson made the motion to pay her the money and to take ownership of the site. Wm. Curtis seconded the motion. Roll Call Vote: J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson-yes. MC.

*The Village truck is starting to nickel and dime us so want to look at some different trucks. A used one would cost approximately $25,000 to $30,000. Harold will go look at some and Jimmy Moore said he would go with him. They will talk to Ron Woolums of Bradbury’s in Gibson City to see what they can come up with.

*The signs for the Park: Sign Language from Fairbury said they could do the two signs needed for $300.00. Glen Netherton made the motion to have them done for the $300.00, seconded by Chris Dawson. Roll Call vote: J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson-yes. MC.

*Hire Brian Hasenauer to install handrail at the west door of Village Hall going down sidewalk to parking lot. Wm Curtis made the motion stating this, seconded by Vern Shapland. Roll Call Vote: C. Dawson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes and J. Moore yes. MC.

New Business:

*The overhead door in the back room of the Community Hall needs to be replaced. An estimate to have it replaced by Brian Hasenaurer was $1272.87 for door and $725.0 for labor totaling $1997.87. Vern Shapland said that the Coffee/Exercise group that meets three (3) times a week at the Community Hall will donate the cost of the labor ($725.00). Vern Shapland made the motion to have Brian Hasenaurer install the door, seconded by Glen Netherton. Roll Call Vote. J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson-yes. MC.

Hearing no other business, Vern Shapland made the motion to adjourn the meeting, seconded by Glen Netherton. Vote: 5-yes, 0-no. MC.
