AUGUST 11, 2015

REGULAR MEETING OF THE

MELVIN VILLAGE BOARD

The meeting was called to order by President Harold Forbes @ 7:02 PM followed by a short prayer given by Village Clerk Lynn Duke. Those present beside the President and the Clerk were: Village Treasurer and Water Collector Judy Schall, Trustees Vern Shapland, Chris Dawson, Jimmy Moore, Wm. Curtis, Glen Netherton, and Brian Grady. Also present were: Village Maintenance Supervisor Larry Boundy, Village Water Supervisor Alan Thackeray, Press Rep. Jean Thackeray and a guest, Nancy Brucker.

Minutes from the previous meeting were read by Clerk Duke. Hearing no additions or corrections, Jimmy Moore made the motion to accept the minutes as read, seconded by Chris Dawson. Vote: 6-yes, 0-no. MC. Chris Dawson then asked that the portion of the minutes pertaining to the Debit/credit card needed be changed to say: The Board approved President Forbes and Treasurer Schall to have a debit/credit card pending their signatures. The Board asked that the minutes be amended.

Guests/Visitors

*Nancy Brucker spoke first about getting a handrail to make getting into the Village Hall handicapped assessable.

*She also wanted to advise the board of burglaries/vandalism at their houses.

*Wondered what the tickets were for as she could not understand what exactly it was that was being required of her.

*She said she had some things that the Village might like to have for the museum. She was thanked for this and asked if she could hang on to them until the rooms were ready.

Village Maintenance Reports: Larry Boundy/Alan Thackeray

Larry said

*Flushed hydrants

*Took water in tower way down, now there is all new water.

*Jetted out lines @ Kacharis’, Shelton’s and Turner’s old house

*Take metal catch basin grates to Arends to see if they can fix it

*Lot near fairground (the Breeden house), can we put up 4-sale sign?

*Can we put a lien on The Doris Torsen property?

*What can we do about the old Allen garage? Belongs to Virgil Schnaare now?

Alan said

*Poly phosphate scale read out would cost $758.00 + shipping to fix and would cost $1009.00 for new one. Glen Netherton made the motion to purchase the new one, seconded by Vern Shapland. Roll Call Vote: B. Grady-yes, J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, C. Dawson-yes. MC.

*Ordered chloride and fluoride acid ordered.

The motion to accept the reports was offered by Brian Grady, seconded by Wm. Curtis. Vote: 6-yes, 0-no.

Then Harold talked to Larry and Alan about weeds that need mowed in several places.

Hydrants and stop sign post need to be painted.

A question about sidewalks being done this year arose. Larry asked if there was money for sidewalks.  Judy said that there is $10,000 in the budget for sidewalks.

Treasurer’s Report: Judy Schall

*Judy presented the Treasurer’s Report for everyone to look over. After everyone looked it over, it has been filed for audit.

*Judy then presented the bills in need of payment. There were a couple of questions asked and answered. Harold told that the bill from Popejoy’s and one from Kafer’s will be here soon. Brian Grady made the motion to pay the bills including the two yet coming in, seconded by Glen Netherton. Roll Call Vote: Chris Dawson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, J. Moore-yes, and B. Grady-yes. MC.

Water Collector’s Report: Judy Schall

Judy will give a customer a five day notice before turning over a bad check to the State’s Attorney.  Vern Shapland made the motion to accept the report, seconded by Wm. Curtis. Vote: 6-yes, 0-no.

COMMITTEE REPORTS

Park: Sharon Forbes

*Judy said recent money brought in by Park Committee was: $742.51 from 4th of July funnel cakes and $694.29 for the music venue.

Streets, Alleys, Water, Drainage, Trees: Jimmy Moore/ Glen Netherton

*Tree cutting to get under way very soon

Nuisance & Public Health: Vern Shapland/Brian Grady/Wm. Curtis

*Pump house clean?  Will check it out.

*Paint for pipes needs to specifically for pipes

Animal Control, Village Improvement:

Cary Wilson-German Shepherd

Joe Cornell-Boxer

Lisa Latham-Dog @ apartments

All need to be talked to about their dogs.

Village Government & Insurance: Lynn Duke

*Medicom ordinance, some thing new that is required. Vern Shapland made the motion to adopt the Ordinance, seconded by Chris Dawson. Roll Call Vote: Brian Grady-yes, J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson-yes. MC.

Old Business:

None

New Business:

*Signs @ Park Entrances need to be redone.

*Harold will get a bid from Gibson City and Vern and Wm. will talk with the guy in Fairbury.

*Painting of Convenient Store: bid from Denis Fischer $1575.00

*Roof cap on top: bid from Brian Hasenaurer $520.75

*Then there will be a tuck pointing price Kurt Brust Tuck Pointing: $3700

Glen Netherton made the motion to have the work done, seconded by Vern Shapland. Roll Call Vote: B. Grady-yes, J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes and B. Grady-yes. MC.

Hearing no other business, Glen Netherton made the motion to adjourn, seconded by Vern Shapland. Vote: 6-yes, 0-no. MC.
