REGULAR MEETING OF THE

 

MELVIN VILLAGE BOARD

The meeting was called to order by President Harold Forbes with the Pledge to the Flag at 7:02 PM. Village Clerk Lynn Duke then gave a short prayer. Those present beside President Forbes and Clerk Duke were: Village Treasurer and Water Collector Judy Schall, Trustees Vern Shapland, Jimmy Moore, Brian Grady, Glen Netherton and Wm. Curtis. Also present were: Village Maintenance Supervisor Larry Boundy, Village Water Supervisor Alan Thackeray, Press Rep. Jean Thackeray and guest Sharon Forbes.

Before going any further with the meeting, Clerk Duke administered the oath of office to the newly elected Board members, incumbents Jimmy Moore, Brian Grady and Glen Netherton and new to the Board Chris Dawson. After the swearing in, Chris was invited to take his seat.

Minutes from the previous meeting were read by Clerk Duke. Hearing no corrections or additions, Vern Shapland made the motion to accept, seconded by Jimmy Moore. Vote: 6-yes, 0-no. MC.

 

Village Maintenance Reports: Larry Boundy/Alan Thackeray

 

Larry reported:

*He flushed hydrants

*Ditch is cleaned on Thompson St.

*There is a tree at Jay Beck’s lot on Hunt Street that he is wondering if it should be taken down???? Motion to have it taken down was by Glen Netherton, second by Chris Dawson. Vote: 6-yes, 0-no. MC.

*Estimate from Prairie Pavement Preservation Inc. for $4,000.00 for filling in (bad places) on West Street from blacktop to Second Street and from Second Street to First Street. Motion was made by Vern Shapland to do both blocks, seconded by Glen Netherton. Roll Call Vote: B. Grady-yes, J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, C. Dawson-yes. MC.

* Glen Netherton said that the catch basin at the SW corner of Main and Center was not draining at all Monday during the rain storm.

*Wm. Curtis said that he stopped in the pump house and it looks really good!

Alan said:

 

*Painting at pump house done. Come in and take a look.

*Results on nitrate testing back and satisfactory.

*Got some testing supplies for chloride?

*He and Larry going to Park Forrest on May 14th and 21st for a seminar.

Glen Netherton made the motion to accept Larry and Alan’s reports, seconded by Chris Dawson Vote: 6-yes, 0-no. MC.

 

Treasurer’s Report: Judy Schall

 

*No Report this time

*Judy presented a list of the bills in need of payment. Vern Shapland made the motion to pay the bills, seconded by Brian Grady. Roll Call Vote: C. Dawson-yes, W. Curtis-yes, G. Netherton-yes, V. Shapland-yes, J. Moore-yes, and B. Grady-yes. MC.

 

*Judy thanked Lynn and Lori for the help while she was out ill.

 

*Larry shut off a customer and they have a $207.00 delinquent bill. Wants to know if she pays $40.00 can she get her water turned on. She says she will be moving the first of June and will pay off the bill at that time.

*A couple have used one of their parents credit card. The parent did not authorize it and so we get a charge back. It is currently paid back but does she have the authorization to turn over to State Attorney if it should occur again. Answer yes!

COMMITTEE REPORTS

Park: Sharon Forbes

 

*Picnic tables (bad ones) take to back room of Community Hall

*Lloyd Milligan to make two (2) new picnic tables at $100.00 each. Vern made the motion to get two new tables, seconded by Wm. Curtis. Roll Call Vote: B. Grady-yes, J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, and C. Dawson-yes.

*Fence around flagpole still to come.

*There is paint on hand for signs, ask Michael Price to do painting. Sharon will keep track of his hours and we will decide what to give him.

*Park garbage? Larry is to take up to dumpster uptown.

*Sharon Forbes and Sherry Harders. Cleaned two flower beds, the other will be done when weather permits.

*Would like a copy of a detailed financial report on the Park by next meeting.

*Dandelions need to be sprayed. Brian Grady said that Triplet should be used in the spring and 2-4D in fall. Needs to be done when wind is very calm. Trimec was another name brand mentioned.

Streets, Alleys, Water, Drainage, Trees: Jimmy Moore/ Glen Netherton

 

*Saw an ad from a place south of Fairbury for trees @ $75.00 each delivered and planted. Only three choices: Blue Spruce, Sugar maple, and Norway maple. Vern Shapland made a motion to buy up to ten (10), seconded by Brian Grady. Roll Call Vote: B. Grady-yes, J. Moore-yes, V. Shapland-yes, G. Netherton-yes, W. Curtis-yes, C. Dawson-yes. MC

*Glen called Brian Bina; Brian wants to come look at trees before making a commitment. .

Nuisance & Public Health: Vern Shapland/Brian Grady/ Wm. Curtis

 

*Get another dumpster for a while.

Animal Control, Village Improvement: Chris Dawson

 

*No Report

Village Government and Insurance: Lynn Duke

 

*Passed around official election results

*Was asked to call Rick Bowen to appraise Breeden property.

*Judy passed out the proposed budget for all to look over and think about.

Wm. Curtis made motion to accept the proposal, seconded by Glen Netherton, Vote: 6-yes, 0-no. MC.

*Someone approached Glen Netherton and asked if the Village cut down a tree in front of his property, he would like to clean it up for the wood. There was really no decision made about this.

Vern Shapland made the motion to adjourn meeting, seconded by Chris Dawson. Vote: 6-yes, 0-no. MC.
